PROBLEM TO BE SOLVED: To provide a video analysis technology for more efficiently managing and handling video contents.

SOLUTION: A HSV histogram model storage section 51 stores a HSV histogram model for denoting image characteristics of a region of interest obtained as a result of analysis applied to a plurality of images each including the region of interest according to a prescribed analysis method. A HSV component peak detection section 53 applies analysis according to the prescribed analysis method to a processing object image that is an image newly received via a down-sampling section 52. A region of interest detection section 55 detects the region of interest included in the processing object image on the basis of an analysis result by the HSV component peak detection section 53 and a range of the region of interest determined by using the HSV histogram model. The technology above can be applied to fields handling video contents.
