<P>PROBLEM TO BE SOLVED: To provide a settlement system, a settlement method and an IC card for applying use restriction. <P>SOLUTION: This settlement system 1 is provided with: an IC card 2; a processing terminal 4 connected through I/F parts 11 and 14 to the IC card 2; and an information management center 6. At the time of use, the use limited amount of a day stored in the memory of the IC card 2 is read by a CPU 18 of a processing terminal 4, and collated with a transaction amount to be input from a register 9 to determine the validity of transaction.
