PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition which contains a polymer emulsifier, of which the average particle size of oil drops is very small and also which is good in stability. SOLUTION: The oil-in-water emulsion composition is obtained by bringing a system formed by mixing the polymer emulsifier (A) containing a nonionic hydrophilic configuration unit (a) and a hydrophobic configuration unit (b), an oil-based composition (B) and water (C), into a solubilized state, then cooling the system to a temperature of 40°C or lower.
