PSEUDO RANDOM NUMBER GENERATOR, STREAM ENCRYPTING DEVICE, AND PROGRAM

A pseudo random number generator having a resistance against attack methods using the number of operations of an LFSR, a stream encrypting device, and a program are provided. The stream encrypting device has means (delaying means (811 to 81N)) which exclusively operates with LFSRs (801 to 80N) in the pseudo random number generator of clock control type and averages the generation times or the power consumptions of one output unit or randomizes the generation time or the consumption power of one output unit.
