An illuminating apparatus for protecting pedestrians is provided to enable a driver to recognize easily the pedestrians by controlling the lightness of lamp based on the detection signal of a sensor. An illuminating apparatus for protecting pedestrians includes a first illuminating unit(120) and a supporting unit(110). The first illuminating unit installed at a road is illuminated to protect the pedestrians. The supporting unit having flexibility includes a supporting cover(140) mounted on ground, a bar type spring(112) installed on the supporting unit, housing(121) installed on the bar type spring, and a flexible supporting member(111). The flexible supporting member penetrated through the center of the bar type spring is installed between the supporting unit and housing so as to support the supporting unit and housing.
