PROBLEM TO BE SOLVED: To provide a surreptitious photo camera detecting device, surreptitious photo camera detection system and surreptitious photo detecting method capable of detecting that a surreptitious photo camera is installed with high accuracy. SOLUTION: A signal acquiring part 102 acquires a signal transmitted from within a monitoring area and received by an antenna part 101, an image information determining part 103 determines whether the signal acquired by the signal acquiring part 102 is image information or not on the basis of the strength of the signal, a transmitting part 104 transmits the signal acquired by the signal acquiring part 102 to a monitoring device 200 connected through a network when the image determining part 103 determines that the signal is image information, and the monitoring device 200 outputs the received signal as an image.
