PROBLEM TO BE SOLVED: To provide a cleaning device capable of effectively carrying out removal of toner remaining after transfer and deposits on a photoreceptor even in an image forming apparatus using toner made spherical and smaller in particle diameter, and capable of maintaining its cleaning function over a prolonged period of time. SOLUTION: The cleaning device 8 for cleaning a surface of an image carrier 1 has a first cleaning blade 11 and a second cleaning blade 12 arranged from an upstream side of a rotation direction of the image carrier 1, wherein the second cleaning blade 12 is a blade for polishing having a two-layer structure comprising a blade base layer 12a and a layer 12b containing abrasive particles and lubricant particles, the first cleaning blade comes into contact with the image carrier by a counter system, and the second cleaning blade comes into contact with the image carrier by a counter system or a trailing system.
