PROBLEM TO BE SOLVED: To satisfy both of low-temperature fixability and hot storage resistance by a core/shell structure, to prevent exposure of wax to a toner particle surface, and to solve the problem that coarse particles are produced. SOLUTION: A method for manufacturing toner comprises: a step of obtaining a colored resin solution by dissolving or dispersing a binder resin, wax and a colorant in an organic solvent; a step of emulsifying the colored resin solution in an aqueous medium by sequentially adding a basic compound and water to the colored resin solution; a step of forming colored resin fine particles by adding an aqueous electrolyte solution to the resultant emulsified suspension to unite the dispersoid in the emulsified suspension; a step of forming particles having a core/shell structure at below the glass transition temperature of a resin for shell formation by mixing an emulsified suspension of the resin for shell formation and the dispersion containing the colored resin fine particles and adding an aqueous electrolyte solution; and a step of removing the organic solvent under reduced pressure, separating the particles having the core/shell structure from the aqueous medium, and washing and drying the particles.
