PROBLEM TO BE SOLVED: To provide an electrical part for wiring, along with its manufacturing method and a terminal connection part, in which whiskers are less likely to occur, or are made hard to occur, from an Sn plating film surface around a conductor, even in an environment, such as large external stress is applied, especially where there is engagement contact to a connector. SOLUTION: When an electrical part for wiring comprising Sn system material (βSn)3, having a crystal structure of body-centered tetragonal free from Pb, at least at a part of the surface of a metal conductor 1, is used as an electrical part at allotropic modification temperature including room temperature; a modification delay plating film 2, consisting of at least one kind from among Sb, Bi, Cd, In, Ag, Au, Ni, Ti, Zr, and Hf of modification delay elements is provided on the upper layer of the Sn system materialt 3 for reflowing thereafter, so that the Sn system material 3 is suppressed from being modified intoαSn, having a diamond type crystal structure.
