PROBLEM TO BE SOLVED: To protect copyright of an information provider and ensure image quality to satisfy a user in inputting high-definition (HD) video information and outputting the inputted information to an external device. SOLUTION: The high-definition (HD) video information is converted into video information for progressive scanning with standard (SD) scanning lines, and the converted information is outputted. Control information for defining the conversion is added to the video information. In this way, the output information is deteriorated so as to prevent high-quality copy, and does not cause dissatisfaction of the user because of progressive scanning.
