A carbon dioxide generator that can be used in the neutralization system for alkaline leachate is provided to generate carbon dioxide by recycling calcium carbonate generated by neutralization reaction of alkaline leachate, and a neutralization system for alkaline leachate using the carbon dioxide generator is provided. In a neutralization system for alkaline leachate, which neutralizes alkaline leachate into carbon dioxide, the neutralization system for alkaline leachate comprises: a neutralization tank(100) which stores carbonated water or air containing a large amount of the carbon dioxide, in which the alkaline leachate is reacted with the carbon dioxide or carbonated water and neutralized, and which generates calcium carbonate sludge; a carbon dioxide generator(300) for supplying the carbon dioxide into the neutralization tank by reacting the calcium carbonate sludge with an acid solution, thereby generating carbon dioxide; and a carbonated water generator for supplying the carbonated water into the neutralization tank by producing carbonated water using carbon dioxide generated from the carbon dioxide generator. The neutralization system for alkaline leachate further comprises a fine sludge treatment tank(200) for generating fine calcium carbonate sludge by reacting the alkaline leachate with the carbon dioxide contained in the air or carbonated water. The carbon dioxide generator includes a calcium carbonate supply pipe, an acid storage part, a carbon dioxide generating part, and a calcium carbonate drying part.
