A beam lighter for a road-monitoring CCTV system by the restriction of an illumination angle is provided to form a beam by restricting the light irradiation angle of a flash necessary to photograph the license plate of an illegal car at night, thereby helping a driver to drive a car safely by solving a problem that it is difficult for the driver to recognize driving environment due to glaringness by flash operation. A beam lighter for a road-monitoring CCTV(Closed-Circuit Television) system(200) by the restriction of an illumination angle comprises an HQI(Hydrargyrum Quartz Iodide) lamp(220), a reflecting mirror(230), a concentrating lens(240), a focusing lens(250), and a zoom lens(260). The HQI lamp is used as an LED(Light Emitting Diode). The reflecting mirror reflects reversely irradiated light out of light emitted and irradiated from the HQI lamp to a forward direction. The concentrating lens intensively concentrates and transmits the light emitted and irradiated from the HQI lamp and the light flowed through the reflecting mirror. The focusing lens adjusts definition while diffusing and transmitting the light concentrated through the concentrating lens at a constant thickness. The zoom lens enables the light with constant definition flowed through the focusing lens to approach a preset position while maintaining a constant irradiation angle.
