<p>A rate converter includes: picture configuration judgment means for identifying a picture configuration containing at least a picture type for a plurality of pictures classified into one of the preset picture types contained in a unit data group of inputted video data; and rate conversion means for selectively rate-converting the bit rate of the picture with a predetermined rate conversion ratio. Furthermore, the rate converter includes picture selection means for selecting a picture to be rate-converted by the rate conversion means among a plurality of pictures according to at lest the picture type in the picture configuration identified by the picture configuration judgment means.</p> |
