A circuit for charging and discharging of a smoothing capacitor is provided to prevent a battery from being directly connected to a ground by a discharging resistor even when a discharging switch is turned on by the erroneous operation of a discharging control switch. A circuit for charging and discharging of a smoothing capacitor includes a power switch(220), a power control switch(210), a charging resistor(310), a smoothing capacitor(130), a diode(330), a discharging resistor(320), a discharging switch(240), and a discharging control switch(230). The power switch turns on/off the power supplied from a battery. The power control switch controls the power switch to be turned on/off. The charging resistor is serially connected to an output terminal of the power switch. The smoothing capacitor has one end parallel connected to the charging resistor, and the other end connected to a GND(Ground)(260). The diode has an anode serially connected to the charging resistor. The discharging resistor is serially connected to a cathode of the diode. The discharging switch has an input terminal serially connected to the discharging resistor, and an output terminal connected to the GND. The discharging control switch controls the discharging switch to be turned on/off.
