An apparatus and a method for adjusting shutter speed partially are provided to enable a user to take a picture of an object stably by adjusting shutter speed for a plurality of areas partially and differently. An apparatus for adjusting shutter speed partially comprises an image pickup unit with a plurality of pixels interleaved, a first driving unit driving pixels of the pixels partially at a fixed shutter speed, a second driving unit driving other pixels at a variable shutter speed, and a control unit analyzing images of partial pixels driven at the fixed shutter speed and adjusting the variable shutter speed of the other pixels partially and differently.
