<P>PROBLEM TO BE SOLVED: To provide a light-emitting device which suppresses the reduction of the light extraction efficiency, allows the structure thinned, and has directivity in a specified direction. <P>SOLUTION: The surface-mounted LED (light-emitting device) 10 comprises a light-emitting diode element 2, a first transparent member 4 made of a silicon resin covering the diode element 2, and a second transparent member 5, made of epoxy resin having refractive index higher than that of the first transparent member 4. The member 4 has a Fresnel-lens shaped surface 4b having concentrically arranged ring prisms.
