PROBLEM TO BE SOLVED: To provide a method for easily manufacturing a heat insulating and sound absorbing material lightweight with excellent working efficiency such as cutting property and insertion property when in use as well as with excellent heat insulating property and sound absorbing property. SOLUTION: The heat insulating and sound absorbing material for a house is formed to split and expand in a width direction since the fiber directions of a nonwoven fabric structure formed of two or more kinds of short fiber aggregates are comparatively uniform in parallel in relation to the length direction rather than the width direction of the structure.
