PROBLEM TO BE SOLVED: To provide an illuminator capable of adjusting an entire image to be easy-to-view with high contrast, and obtaining high utilization efficiency of light rays , and to provide a projector. SOLUTION: The illuminator has a light source part 11R supplying coherent light, and a phase modulation part 13R modulating the phase of the coherent light from the light source part 11R and making it incident on a surface to be irradiated. The phase modulation part 13R changes a phase modulation pattern while generating diffracted light in accordance with the phase modulation pattern of the coherent light, thereby making the light rays, which are adjusted in intensity for every unit area set on the surface to be irradiated, on the surface to be irradiated.
