A tamper preventing process generation device (110) generates a program capable of surely protecting a code to be protected. The device (110) generates an output process command group (160) to be executed by an execution process device (130) in order to protect a first process command group (140) causing the execution process device (130) to substitute a value into a variable to be substituted. The device (110) includes: a branch process command group generation unit (203) for generating a branch process command group (320) for branching the process route into a first process command group (140) as a part of an output process command group (160) so that the execution process device (130) executes the first process command groups (140); and a dependence process command group generation unit (201) for generating a dependence process command group (330) causing the execution process device (130) to execute a process depending on the value of the variable to be substituted indicating the result of the first process command group (140) executed by the execution process device (130) according to the branch process command group (320), as a part of the output process command group (160).
