A wireless public certificate issuing and managing device in a mobile terminal having an electronic card and a method thereof are provided to store a wireless public certificate issued for a financial service in the electronic card mounted on the terminal, so that the terminal can conduct a financial payment function as variously managing, updating, and discarding the public certificate. A mobile server delivers wireless public certificate issuing request information received from a particular mobile communication subscriber to a public certificate unit(14), and performs authentication for financial payment using an issued wireless public certificate. An external interworking server offers information interworking between the outside and the mobile server to issue the certificate. The public certificate unit(14) issues the certificate by a request received through the external interworking server. A mobile terminal(2) stores/manages the issued certificate within an electronic card(4), and conducts a financial service using the stored certificate.
