PROBLEM TO BE SOLVED: To provide an information recording device of which the illegal copy can be more certainly prevented. SOLUTION: By a 1394 communication section 28, recording information is received which is made to a packet and transmitted by a transmitter and includes first copy control information in data of the packet and second copy control information in a header area of the packet. By a recording/reproducing circuit 24, the first copy control information or the second copy control information included in the recording information is updated in accordance with the extremely strict copy control information out of the first and the second copy control information received by the 1394 communication section 28, and the recording information including the first and the second copy control information updated or not updated are recorded on an optical disk 22.
