PROBLEM TO BE SOLVED: To provide a gas diffusion electrode capable of preventing a flooding phenomenon of a catalyst layer in normal operation. SOLUTION: The gas diffusion electrode consists of a gas diffusion layer and the catalyst layer, in which a catalyst having water electrolysis activity is arranged at an interface of the gas diffusion layer and the catalyst layer. Moreover, the catalyst having the water electrolysis activity is at least one kind selected from a group consisting of metal selected from iridium, rhodium, ruthenium, and titanium, of the metal oxide, and of an alloy containing the metal.
