PROBLEM TO BE SOLVED: To provide a composition for imparting antifouling property and a coating composition to enable easy visual confirmation of pot life and suitable for forming a coating film having excellent antifouling property and finished appearance. SOLUTION: The composition for imparting antifouling property (I) contains (A) an organosilicate compound expressed by general formula Si(OR)<SB>4</SB>(1) (R groups are each independently a 1-4C alkyl) and/or its partial hydrolyzed condensate of 100 pts.mass, (B) a water-soluble or water-dispersible compound of 5-150 pts.mass having a reactive functional group and a hydrophilic group in the molecule, (C) a mercaptotin compound of 10-40 pts.mass, and (D) a mercaptosilane compound of 4-15 pts.mass. The coating composition is produced by compounding the composition (I) for imparting antifouling property to a base resin (II) containing (a) a water-based resin and (b) a polycarboxylic acid salt.
