An apparatus and a method for creating a video sequence in a portable terminal are provided to create a prediction frame through the movement of frames and to create a video sequence at a small outlay by predicting the movement using a YUV picture. An apparatus for creating a video sequence in a portable terminal comprises a picture management part(120) and a control part(100). The picture management part(120) acquires pixel differences between frames of a video sequence according to the directions from the control part(100) and creates a prediction frame using the acquired pixel differences. The control part(100) controls the picture management part(120) so as to acquire the pixel differences and to create the prediction frame. The picture management part(120) comprises a camera module(122) and a prediction frame creation part(124). The camera module(122) provides the video sequence. The prediction frame creation part(124) creates the prediction frame.
