PROBLEM TO BE SOLVED: To provide a compact dielectric waveguide device capable of attaining excellent phase control and adaptable to surface mount on a plane circuit board, and to provide a high frequency transmitter, a high frequency receiver, a high frequency transmitter-receiver, and a radar apparatus provided with the dielectric waveguide device.

SOLUTION: A plane line 3 is connected to both sides of a nonradioactive dielectric line 2 in its extended direction X, a mount dielectric part 41 is provided to the plane lines 3 and the nonradioactive dielectric line 2, and a second strip conductor part 42 is provided on the mount dielectric part 41 while being superposed on the first strip conductor part 11 of the plane line 3. A through-hole 49 is formed to the first ground conductor part 13a of the plane line 3 between the first and second strip conductor parts 13, 42. The second strip conductor part 42 can be mounted oppositely to the plane circuit board to form the dielectric waveguide device adaptable to the surface mount. An electric field is applied to first and second electrodes 4a to change the dielectric constant of a dielectric line 6 of the nonradioactive dielectric line 2 thereby controlling the phase.
