<P>PROBLEM TO BE SOLVED: To solve such a problem that an SEF transfer device requires a plurality of power sources outputting voltages of different polarities, and is expensive and disadvantageous as a result. <P>SOLUTION: The image forming apparatus includes: the transfer device that has a plurality of electrode members 102 and 103 disposed in contact with the internal circumference of an intermediate transfer body 10, on the inside of a primary transfer part and on the exit side of the nip between the intermediate transfer body 10 and an image carrier 40K opposite the primary transfer part; and a bias generating device 200 that generates a bias with a polarity same as the electrification polarity of toner used in processes other than a transfer process performed by the transfer device.
