<p><P>PROBLEM TO BE SOLVED: To provide a technology for restricting steering by a steering wheel by a simple constitution. <P>SOLUTION: In the lock mechanism 100, a lower shaft 8 is rotated with an upper shaft 6 and transmits rotation force of the steering wheel to a steered wheel. A column tube 10 rotatably supports the lower shaft 8 and is fixed to a vehicle body. A drive means moves the upper shaft 6 relative to the lower shaft 8 in its rotation shaft direction. The lock member 28 is movably supported in a rotation shaft direction between a restriction position for restricting rotation of the upper shaft 6 and an evacuation position not restricting rotation of the upper shaft inside the column tube 10. A spring 30 urges the lock member 28 toward the restriction position. The lock member 28 is engaged with the upper shaft 6 to restrict the rotation at the restriction position.
