PROBLEM TO BE SOLVED: To provide a rotating rotor which shows a small friction resistance, an excellent durability, and an excellent dust sweeping performance. SOLUTION: The rotating rotor is rotatably mounted on an instrument and is equipped with a rotor having a groove part in the longitudinal direction of the periphery and a strip-shaped leather cleaning body. Since the leather cleaning body is formed in a double structure comprising a non-woven fabric and polyurethan having ultra-fine air bubbles to make it porous, the rotating rotor has high durability, is free from scratches on a surface to be cleaned, and shows high cleaning effects.
