PROBLEM TO BE SOLVED: To disclose a display substrate capable of decreasing gate signal delay and enhancing an image quality, and display panel having the display substrate. SOLUTION: Unit pixel areas arranged in a matrix shape are defined on a lower substrate. A gate line extends between the unit pixel areas and a data line crosses the gate line and extends between the unit pixel areas. A pixel electrode is disposed in the unit pixel area and electrically connected to the output terminal of a switching element electrically connected to the gate and data lines. A shielding electrode is formed at an upper part of the gate and data lines. The shielding electrode has an opening exposing a part of the gate line. An opening is formed at a common electrode formed on an upper substrate correspondingly to the opening of the shielding electrode.
