<P>PROBLEM TO BE SOLVED: To provide a carbon-based coating material, having improved air-cleaning effects, negative ion-generating effects, far infrared-radiating effects, and antibacterial, pest-protecting or antifungal properties. <P>SOLUTION: The carbon-based coating material for activating air, used for a highly air-tight/highly insulated house is obtained by kneading a prescribed amount of a carbon-based powder, a prescribed amount of a polarizable mineral powder, a prescribed amount of a porous inorganic powder and a waterproof material with an inorganic binder as a base material.
