<P>PROBLEM TO BE SOLVED: To provide a technique of suppressing power generation performance degradation of a fuel cell caused by degradation of a catalytic action of a catalyst metal, in a catalyst electrode layer of a fuel cell. <P>SOLUTION: This fuel cell is provided with an electrolyte membrane, and a catalyst electrode layer formed on the electrolyte membrane.
