PROBLEM TO BE SOLVED: To provide such a technology for calculating and outputting time to be required for a vehicle existing before an intersection until passing through the intersection. SOLUTION: A center communicating with a vehicle navigation device to be mounted on a requiring vehicle 20 determines the number of vehicles existing between the intersection 35 and the requesting vehicle 20 which is approaching toward the intersection 35 on an entrance road 31 connecting to the intersection 35, and to estimate extent of empty vehicle space at an exit of the intersection on a straight-ahead exiting road 33 connected to the intersection. Then the time to be required for the requiring vehicle 20 to pass through the intersection 35 is calculated based on comparison between the determined number of vehicles and the estimated extent of empty vehicle space, and information relating to the calculated required time is transmitted to the vehicle navigation device.
