PROBLEM TO BE SOLVED: To greatly reduce computational complexity while maintaining search precision, and to detect a motion vector by making motion searches using a plurality of block sizes with high efficiency.

SOLUTION: A motion vector detecting device which detects a motion vector by using image data to be processed and a plurality of reference image data makes a motion vector search of first reference image data in a large block obtained by dividing the image data to be processed, and divides the large block into smaller blocks at a position where a matching error becomes maximum. Based upon matching errors of the smaller blocks, a block size to be used for motion vector searches of other reference image data is determined.
