<P>PROBLEM TO BE SOLVED: To solve the problem, wherein encoding efficiency is not necessarily improved, by selecting a highly correlated structure obtained by an activity in one image, since the influence of inter-image prediction efficiency is received, when performing inter-image prediction encoding. <P>SOLUTION: A determining apparatus 113 determines the frame type of an input image signal (a) to be encoded, based on a frame-type signal (b), calculates the frame activity of a basic block, based on a block frame activity from a frame activity operational apparatus 111, and calculates the field activity of the basic block, based on a block field activity from a field activity operational apparatus 112.
