<p><P>PROBLEM TO BE SOLVED: To provide an optical substrate which can suppress optical loss, hardly causes the stripping of an optical line from a clad and facilitates the working or mounting, and to provide a method of manufacturing the optical substrate. <P>SOLUTION: A mold 10 having a flat surface 10A and concave parts 10B formed on the flat surface 10A, in which each of the concave parts 10B has a bottom surface 10C consisting of semi-circular cylindrical surface formed with a radius having the same size as the radius of a core 20, and the size between the lowermost part of the bottom surface 10C and the flat surface is the same size as a diameter of the core 20 or is formed in a size slightly larger than the diameter of the core 20. By filling core materials into concave parts 10B so as to heap up the same, cores 20 whose cross-sections have an approximately circular shape are formed. By forming the clad 30 over the flat surface 10A and the concave parts 10B, the clad 30 is joined to the cores 20.
