PROBLEM TO BE SOLVED: To provide a process liquid for a waterless planographic printing plate, the liquid suppressing decrease in developing property and peeling of an ink repelling layer due to changes in an amino compound content and stably processing any type of positive or direct-drawing waterless planographic printing plates for a long period of time. SOLUTION: The process liquid for a waterless planographic printing plate contains (a) an ethyleneglycol derivative represented by general formula (I):R-(OCH<SB>2</SB>CH<SB>2</SB>)<SB>n</SB>-OH and (b) an amino compound having two or more primary amino groups in one molecule.
