An apparatus for manufacturing agglomerates by collecting fine ores that are dusts generated in the process of compacting reduced irons is provided, and a method for manufacturing dust agglomerates using the same is provided. A dust agglomerate manufacturing apparatus(1000) comprises a cyclone unit(300) including a cyclone body, a waste gas inflow port(320) and an exhaust port(230), and an agglomerate manufacturing unit(700) including a rotary feeder(710), a force feeder bin(720), a screw(730), forming rolls(740), a breaker mill(750), and a screw feeder(760).
