PROBLEM TO BE SOLVED: To provide a device for detecting a charging time of a back-up battery, and calculating and noticing the predicted time, when back-up operation is possible, when it is not fully charged. SOLUTION: A counter is started from the charge starting time of a battery; and when power-off operation is performed after setting operation of an apparatus, it is discriminated whether the battery is fully charged by a counted value by the counter; and in case of non-full charging, the predicted time, when back-up operation is possible for apparatus setting information, is calculated from the counted value and then noticed.
