PROBLEM TO BE SOLVED: To appropriately monitor in response to a monitoring target, generate an alarm when abnormality is detected, and appropriately operate peripheral equipment connected to a network. SOLUTION: A monitoring system comprises a filter setting database 55 storing filter setting of metadata; a filter package unit 33 applying filter processing to the metadata and generating the metadata satisfying conditions of filter processing as alarm information; an analysis rule setting database 54 storing an analysis rule of the alarm information; an alarm information analysis unit 34 generating action setting by which processing to make the equipment connected to the network conduct prescribed operations is designated; an action setting database 52 storing the action setting; and an action setting unit 32 making the equipment connected to the network and designated by the action setting conduct the prescribed operations, and thus monitors the abnormality.
