PROBLEM TO BE SOLVED: To provide an apparatus and method for manufacturing a belt electrophotographic photoreceptor by which a grounding layer provided at one or both end faces of a belt electrophotographic photoreceptor using a plastic film having a thin conductive layer formed on a surface thereof as a substrate is manufactured with high quality and good productivity, and to provide an electrophotographic photoreceptor having a grounding layer. SOLUTION: In the method for manufacturing an electrophotographic photoreceptor by coating a belt substrate whose surface to be coated is conductive with a coating liquid for forming an electrophotographic sensitive layer and by drying the coating liquid, a charge generating layer is formed by die coating, and in a position 2 to <45 cm away from a position where a coating liquid for forming a charge transport layer is applied by die coating in a belt width direction, a coating liquid for a grounding layer is applied by die coating in contiguity with an undried film of the coating liquid for the charge transport layer and drying is carried out.
