PROBLEM TO BE SOLVED: To provide a device and a method of working fine recessed parts by which the variation of working depth caused by the wear of a tool and the variation in the hardness of a material to be worked are suppressed. SOLUTION: The device of working fine recessed parts on the circumferential surface of the material to be worked is provided with a form roller having projecting parts for forming the recessed parts, roller supporting member 20 for supporting the form roller freely rotatably, a tool holder 30 for holding the roller supporting member in the state where the center axis of the circumferential surface and the rotating shaft of the form roller are parallel, a load imparting means 40 for making the form roller to press against and contact with the circumferential surface by imparting load to the roller supporting member, a slip detecting means 70 for detecting a slip between the form roller and the material to be worked and a load control means for changing the press-contacting load of the form roller to the circumferential surface.
