An apparatus and method for driving a plasma display panel is provided to decrease power consumption of the panel by adjusting the maximum brightness according to a position an object on a screen. A maximum input image signal control unit(200) adjusts the maximum gray scale level of an input image in accordance with position information in a screen of a range which requires the maximum gray scale during a first frame period. A black power recovery unit(300) adjusts any one of an average picture level and the number of subfields in accordance with the maximum gray scale level. The maximum input image signal control unit has a weighted value calculating part(210) calculating a weighted value of the maximum gray scale level, a motion bock(220) calculating a ratio of motion of the input image, and an average picture level part(230) calculating the average picture level of the input image signal.
