An auxiliary cooling and heating device for a vehicle using a thermoelectric element module is provided to improve fuel efficiency and reduce exhaust gas by enabling auxiliary cooling at an initial ignition stage of the vehicle. An auxiliary cooling and heating device for a vehicle using a thermoelectric element module includes a heater core(120), a first temperature regulation door(121), a radiator(210), a thermoelectric element module(300), a first cooling water line(410), a second cooling water line(420), a third cooling water line(430), a second direction conversion valve(520), an indoor heat exchanger(130), a second temperature regulation door(131), and a fourth cooling water line(440). The heater core is installed in the rear of an evaporator(110) in an air conditioning duct(100). The first temperature regulation door is installed between the heater core and the evaporator to pass the air through the heater core via the evaporator.
