PROBLEM TO BE SOLVED: To provide an image reader in which the read operation of an original read section can be controlled in a plurality of operation modes independently of one another, and to provide an image forming apparatus and a semiconductor device. SOLUTION: The image reader reads an original in one specified operation mode among the plurality of operation modes and the image reader has a driving signal generating section 110 which acquires a set value for generating a driving signal of the one operation mode and generates the driving signal corresponding to the one operation mode from the set value, and an original reading section 103 which reads the original according to the driving signal.
