PROBLEM TO BE SOLVED: To provide a method of manufacturing a scintillator plate having high use efficiency of raw materials by sufficiently displaying an emission function to a facility investment cost and a raw material cost. SOLUTION: The method of manufacturing the scintillator plate manufactures a phosphor layer from a manufacturing process for manufacturing slurry by dispersing a phosphor raw material in water, a freezing process for freezing the slurry by applying the slurry on a light receiving element to cool the light receiving element after the manufacturing process, a freezing and drying process for vacuum-freezing and drying the slurry after the freezing process, and a heating process for heating the slurry after the freezing and drying process.
