PROBLEM TO BE SOLVED: To solve a problem wherein a slight amount of intrusion water is freezed by abrupt pressure changes in an upstream and an downstream of a valve device to bring a valve into a locked condition and to disturb an operation, by intrusion of moisture existing in a refrigeration cycle into an inside of the valve device, in the valve device assembled in the refrigeration cycle to be functioned as a throttling device. SOLUTION: A water adsorbent 15 is arranged in the valve device to remove completely the moisture in the refrigeration cycle, and a valve element 8 is thereby prevented from being locked by the icing of the moisture.
