<p><P>PROBLEM TO BE SOLVED: To achieve P2P short-range radio communication, where power consumption is reduced and radio interference to the periphery is minimized. <P>SOLUTION: When the P2P short-range radio communication is performed between terminals A and B, a connection request is transmitted from the terminal A to the terminal B, and a distance measurement section 16 measures the distance between the terminals by a response signal from the terminal B. A transmission power control section 10 controls transmission power according to the measured distance between the terminals. A channel control section 20 performs frequency channel control according to the measured distance between the terminals. A security level determination section 17 determines a security level according to the distance between the terminal.
