<p><P>PROBLEM TO BE SOLVED: To provide an animation encoder selectively encoding the optimum frame field structure by determining the frame field structure in consideration of a picture type. <P>SOLUTION: An activity calculating means 101 calculates respectively the field unit activity Fi and frame unit activity Fr of an image signal to be encoded. A frame field determining means 102 compares the ratio Fr/Fi of the field unit activity to the frame unit activity with a threshold which is determined by each picture type in encoding, so as to switch between encoding by field unit and encoding by frame unit.
