An apparatus and a method for displaying moving picture images in a portable terminal are provided to enable a user to recognize the meaning of information easily by providing a moving picture GUI(Graphic User Interface) and to add various image effects in photographing a moving object by providing a moving picture frame image. An apparatus for displaying moving picture images in a portable terminal comprises a camera part(240), a memory(250), an image synthesis part(230), an image sampler(210), and an image conversion part(220). The camera part(240) photographs an object and provides the photographed image to the image synthesis part(230). The memory(250) stores moving picture images. The image synthesis part(230) combines the provided image with a moving picture image stored in the memory(250) and provides the combined image to a display part(260). The image sampler(210) calculates an optimum sampling rate and samples moving picture images at the calculated sampling rate. The image conversion part(220) converts the sampled moving picture images in accordance with required OSD(On-Screen Display) standards and provides the converted moving picture images to the image synthesis part(230).
