<p><P>PROBLEM TO BE SOLVED: To provide a device and a method for reducing data while preventing the image quality of moving picture data from deteriorating. <P>SOLUTION: The displacement of an object (the displacement of a block [Vs]) and the displacement of a line of sight [Ve] are detected in a block for composing moving image data. Based on the detected displacement of the object and that of the line of sight, the amount of change [Vp] is decided in a sample point phase. The decided amount of change [Vp] in the sample point phase is applied to execute thin-out processing in a space direction. With the configuration, an ultra-resolution effect can occur when an observer follows the object. Even if the observer does not follow the object, a change can be minimized in the arrangement of a pixel for composing an image, thus achieving data conversion where deterioration in the image quality is suppressed. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
